My Dad loved Smarty coming off the track, and felt that he showed the potential to be a great stallion and was worth the $100,000. He has now changed his tune and thinks that after what Smarty has shown he's a good value at $10,000.
To my Dad stud fees don't matter, it's what the stallion has done, what his progeny have done, and if he suits the mare. He's aiming for a nice sound horse that can run and last more then a year at the track. He also is planning on taking advantage of the PA bred programs.
As to who she's had foals by? I will have to double check, I know that she was barren this year. I will update this post as soon as I get a chance to check with my Dad.
If soundness is the concern then Smarty Jones isn't the best choice for that.

But if your family likes Smarty, and breeds to race, and you don't have to be all about the best chance to turn a profit, then why not? Have fun doing what you want.
I think Smarty will make a good regional sire. To a response to an earlier post I've had a chance to inspect Smarty and IMO I thought he would drop larger babies so kind of interesting that in his first book 3C wanted bigger mares.
Well my mare told me that her date almost fell asleep on top of her and she could not understand why he would not just get on with it.
