The only way to stop this, is an automatic lifelong ban for every trainer/owner who sends their horse to an auction (unless approved), directly to a slaughterhouse, or through a middle man to send it to auction/slaughter house. Fines etc won't do anything. You still can't prevent things like this, ...

@Catalina: the trainers know very well about Bute and what it does and why they use it, they don't need a re-education. ;) My comment was regards the trainer who reportedly complained how could he keep running his lame horses if he couldn't use Bute. Re-education seems indicated at least in his case.
