Should jockeys sharing whips be allowed?

I think it's the stewards' call. But the commentary I read right after it was first posted said the one horse was surging while the other was tiring and being passed by a lot of the field; if the jockey felt the whip would be useless for their horse any further then handing it off isn't like trying to throw the race...?

Is there a riding rules book somewhere that says it's illegal to do?
I've found it easier to tear up tickets at 8/1 instead of 8/5.
