I wonder if his groom has been keeping his mane braided to keep it clean. Then, when you undo the braids, the mane look wavy like that.
Biz is in Italy, so I'm not sure how they do things, but that seems very likely.

Looks pretty solid. Neck and head look a little weird, or out of place though.

The Stallion Register has Oxbow listed as 16hh. That must be with his high heels on. But I have to say, he's better made than that full brother.
